If you missed our previous meeting and are a small business owner who would like access to the New York Youth Works program, we would like to invite you to attend a special lunch meeting with Rachel Gold from the NYS Department of Labor. Information for Businesses

The New York Youth Works Program encourages businesses to hire unemplyed, disadvantaged youth. The program will support job training and employment for eligible youth ages 16 to 24, who live in these areas of New York State:

City of:

- New York
- Buffalo
- Rochester
- Syracuse
- New Rochelle
- Mount Vernon
- Yonkers
- Schenectady
- Albany
- Utica

Town of:

- Hempstead
- Brookhaven

To qualify for the tax credit, businesses must first be certified by the NYS Department of Labor. The Department must receive their applications for certification by November 30, 2012.

The tax credit only applies to hiring employees, ages 16 to 24, who are certified to participate in the program. The Department of Labor will refer certified youth or help you get certified. The certified youth must start work between January 1 and December 31, 2012. Please note you may not ask a certified youth why he or she is eligible to participate in the program, as that information is considered confidential.

Businesses may earn tax credits equal to the following amounts. Furthermore, if the amount of credit exceeds your tax liability, you may receive the excess as a refund.

If the youth is hired for a full-time position (35 hours or more per week), maximum tax credit $4,000:

-$500 per month, for a maximum of six months ($3,000 maximum) and
-$1,000 if tyhe yough is retained for six months beyond the first six months of employment (employed one full year)

If the youth is hired for a part-time position (20-34 hours per week), maxumum tax credit $2,000:

-$250 per month, for a maximum of six months ($1,500 maximum) and
-$500 if the youth is retained for six months beyond the first six months of employment (employed one full year)

If the amount of the tax credit exceeds your liability, you may receive the excess as a refund.

Eligibility

To qualify for certification, a business must be:

-In good legal standing
-Located within a reasonable commuting distance for youth who live in the areas listed
-Filling job openings that meet on of the following conditions:

-Considered an in-demand occupation
-In a regional growth sector
-Deemed a priority for the area's Regional Economic Development Council

Apply for Certification

Businesses may apply for certification online at www.jobs.ny.gov/youthworks. The Department of Labor must receive all applications between January 1 and November 30, 2012.

Businesses can choose to receive written notice of certification via e-mail or the U.S. Postal Service
